Plan holders in the Bid Express® service

For Bid Express vendors

When you select a solicitation for bidding or to respond to an RFP, your company name is sent to the owner-agency as part of the plan holder list. The owner-agency may add you to its plan holder list if you download an attachment.  

You can add yourself to the plan holder list. The owner-agency may choose to post the list so it can be viewed by vendors.

Add to plan holder list

You can add yourself to the plan holders list without selecting the solicitation for bidding. This enables you to get plan holder notifications and the apparent bids for the solicitation. You will not see this option if the agency adds users who download attachments to its plan holder list. 

  1. Select the solicitation from the Solicitations tab.
  2. Click Add to Plan Holders List.

If you wish to remove yourself from the list, click Remove from Plan Holders List.

View plan holders list

You can view plan holders for a solicitation if the owner-agency posts the list. You can see them without bidding on the solicitation.

  1. Open the solicitation from the Bids or Solicitations tab. If the owner-agency has posted the plan holder list, you will see a View Plan Holders button in the General section of the solicitation.

  2. Click View Plan Holders in the General section of the solicitation.  If the agency posted the list, the Bid Express service opens a Plan Holders window with the plan holders listed.

  3. Export the list to a CSV file by clicking Export. Open or save the file.
